The town of Rose Hill is the capital of Lower Plaines Wilhelm’s and also the 3rd largest town in the island of Mauritius. It is also the main business center in the island succeeding only to the city of Port Louis. In the 18th century this town of Rose Hill came to recognition due to the wide spread disease of malaria in the Port Louis. During this period several people evacuated the town and moved to some of the cooler places which kept them away from mosquitoes. And due to this reason the towns of Beau Bassin and Rose Hill became over populated. At present the town of Rose Hill is one of the busiest towns in the island of Mauritius. It is also the largest residential town in the island of Mauritius as several ethnic groups populated the town. The Cascadelle View Point and the Balfour Gardens are the two main places of interest in the town of Rose Hill.

 

 

 

 

The town of Rose Hill was under the French since 1722 till 1810 and later under British from 1810 till 1968. The name Beau Bassin was subsequent to the famous pond which is situated in the northern region of the town. Initially, Rose Hill or Beau Bassin is the part of rural area that was conceded by the Conseil Superior of Compagnie des Indes on 30th of April in 1759. In the year1852, the sole proprietor Blondeau created a village named Blondeauville. In this village several attractive houses were been built on the right side and on the left was the sugar factory workers camp. After few years the name Blondeauville was abandoned and a new name Rose Hill was given to this village.

 

It was on the 14th of April 1968 that the new village of Rose Hill was been created upon the suggestion of General Board of Health. Then in the year1896 by the virtue of the regulation no 31 of 1895, the villages of Rose Hill and Beau Bassin were estranged into two separate towns. This was governed by the Board of Commissioners which comprised of eight active members. These members of the Board of Commissioners governed the two towns for about 54 years. In the year 1950, Board of Commissioners was replaced by a Town Council. Dr Emil Duvivier was the initial Town Council Chairman and he was elected by the Council of members.

The Town Council comprised of 12 active elected members and it was established in the year1951.

On the 12th of March 1968 the Town Council was replaced by the Municipal Council which comprised of 24 elected members. It was during this year the towns of Beau Bassin and Rose Hill were upgraded to category of Municipality. During the years 1974 to 1977 and again from 1979 and 1982 the council was not been elected. In its place, the town was governed by an administrative commission which was allotted by the Central Government. Ultimately in the year1982, the elected council was been re-established in the town of Rose Hill.
